Monday, January 19, 2026 Supporting Apprentices Without Adding Red Tape CLAC urges the Ontario government to focus on practical supports that help apprentices and small employers succeed, rather than imposing costly quotas or procurement requirements Policy Briefs Construction CLAC has submitted recommendations to the Ontario Ministry of Labour, Immigration, Training, and Skills Development as part of its consultation on apprentices working on government-funded infrastructure projects. In our submission, we express support for initiatives that grow and strengthen Ontario’s skilled trades workforce but caution against mandatory apprenticeship quotas or procurement scoring systems. These approaches add cost and complexity without improving completion rates or long term employment outcomes. Instead, CLAC urges the government to focus on removing practical barriers—such as limited training seat availability and challenges faced by small employers—and to expand supports that make apprenticeship pathways accessible and sustainable.
