New Laws Regarding Ontario College of Trades (OCOT)

How will they affect you?

In response to the controversial Tony Dean report on OCOT, the government has introduced legislation within Bill 70, Building Ontario Up for Everyone Act (Budget Measures), 2016. CLAC anticipates three areas of focus:

  1. OCOT enforcement – whether consumer complaints can be made public and how an enforcement committee will function.
  2. Administration of fines – how fines are issued by inspectors and how appeals go to the OLRB.
  3. Certification review – the credentials of OCOT classification review panels will be established, and guidelines will be developed to clarify which stakeholders are represented. 

Journeyperson-to-apprentice ratio reviews in various trades will start at the end of 2017. Much of Dean’s report is not addressed in Bill 70 and will be accepted as it stands. 

As the proposed legislation was just released at the time of writing, CLAC is studying the OCOT section of the bill and will promote the best interests of our members to the government.
