Wednesday, February 25, 2026 What to Say About the Manitoba Jobs Agreement? Penn‑Co has been awarded five projects that fall under the Manitoba Jobs Agreement (MJA) Manitoba Local 152 Construction While CLAC supports initiatives that aim to expand employment and training opportunities for Manitobans, the current structure of the MJA raises important questions regarding worker choice and equitable representation. Under the present framework, CLAC members working on MJA‑covered projects may be required to contribute dues to unions they have not selected and may receive wages and benefits that differ from the terms negotiated between CLAC and Penn-Co Construction Canada (2003) Ltd. CLAC is carefully reviewing the implications of the MJA and is exploring appropriate political and legal avenues to ensure that the rights and interests of our members are respected. We look forward to engaging constructively with the provincial government to discuss these matters further and to advocate for fair and inclusive labour practices across the province.
