Harmonization of Personal Protective Equipment Requirements across Canada

Submission to the Government of Saskatchewan

CLAC provided input to the government of Saskatchewan on the proposed amendments to The Occupational Health and Safety Regulations, 1996. 

Eye and Face Protection

CLAC fully supports the upgrade of the eye and face protection Standard to CSA Z94.3 2015.

Head Protection

CLAC expects positive health and safety outcomes with the move to CSA Z94.l 2015 (industrial head wear). CLAC fully supports this change.

Foot Protection

CLAC is pleased that governments have chosen to move to CSA Z195-14 (protective footwear) and anticipates better health and safety outcomes as a result. 

Hearing Protection

CLAC supports the harmonization of the hearing protection standard and believes making this health and safety standard a reality requires regulatory change. The frequency of job change for construction workers often means that the 24-month audiometric testing requirement is not met. In too many cases, a worker who moves frequently from employer to employer experiences serious hearing loss long before it is detected. 

To protect workers and prevent such incidents, the government should make audiometric testing for workers mandatory every 24 months—regardless of how many employers the worker has had in that period. The worker’s current employer should be required to arrange the audiometric test for the worker. Furthermore, to ensure that every worker is tested in accordance with the required standard, hearing test reports should be sent to the worker and the Workers Compensation Board for review. These reports should be kept on file.

CLAC supports the proposed change.

First Aid

CLAC supports the move to CSA Z1220-17 (first-aid kits), which is an expansion of Table 10 of the regulations. CLAC recognizes that this change in the standard will require a regulatory amendment, and CLAC supports such an amendment.
