CLAC Recommendations for Saskatchewan’s Plan for Growth

Driver’s License Acquisition

Government assistance enabling workers who have lost their license due to injury, illness, or hardship to acquire the driver’s license they need to access training and gain employment would remove a significant barrier for reentry into the workforce.

Recommendation

1. As part of the training process, provide assistance to workers who need a license to work.

 

Daycare Spaces

Workers who require skills training or retraining often cannot find childcare, making it difficult to enrol in the training they need.

Recommendation

2. Allocate more funding for daycare spaces so childcare constraints do not prevent workers from getting the training or retraining they need.

 

Challenges to Certification Applications

The labour relations board’s practice of notifying parties with no clear and direct connection or interest in a certification application filed by CLAC is unnecessary and unfair. Almost every certification application that CLAC files is challenged. Some of these challenges are unfounded and frivolous. Precious government resources are wasted on dealing with these challenges, and by the time such challenges are resolved, workers have moved on to other jobs without having received the economic benefits of CLAC representation, such as health benefits and retirement savings. The inequality and inefficiency of this system needs to be addressed.

Recommendations

3. Review the certification system.

4. Limit notification about an application to parties with a direct connection to the application.

5. Implement a more equitable, efficient, and effective vetting process when an application is challenged.

 

Mental Health

One area where ongoing government investment is needed to strengthen our communities is mental health. The funding increases of $30 million for mental health and addictions and an additional $250,000 for first responders who face mental health challenges are positive steps toward improving the health and well-being of our communities. 

Recommendation

6. Continue to increase funding for mental health education, support, and treatment.
