Manitoba Government Drops Education Bombshell

Proposed legislation eliminates all of Manitoba’s school divisions (except DSFM)

On March 19, the provincial government revealed its plan to restructure public education in Manitoba.

In short, the proposed legislation eliminates all of Manitoba’s school divisions (except DSFM), to be replaced with a Provincial Education Authority. Most but not all public school division support staff are unionized, through a variety of unions.

No details have yet been revealed by the province regarding how they expect this to be resolved when those employees become employees of the Education Authority. The NDP has selected this proposed legislation as one of the bills to be delayed until fall, giving time for Manitobans to speak up.

CLAC is very concerned about what could happen to Local 306 members working in education if their collective agreements are eliminated. What will happen to job security provisions, like seniority?

Wages and staffing formulas vary across the province. How will this be resolved? How will severance be negotiated if jobs are eliminated? What will happen to safety in schools?
