The Frank Kooger Awards

(paid by the Frank Kooger Construction Apprentice Scholarship Fund)

The Frank Kooger Awards have been created as a memorial to Frank Kooger, a well known and respected CLAC representative who died in 2008 at the age of 55. Six awards will be distributed to apprentices who strive to excel and who are dedicated to becoming journeypersons in their trades.

Eligibility Requirements

To qualify an applicant must:

  1. be a member of CLAC or an affiliated local (not suspended, lapsed, or expired) from the time of the school term (for the Frank Kooger Apprentice Awards), or from the time of application (for the Frank Kooger Skills Canada Award) and through the time that the award is given;
  2. be employed by a CLAC-signatory company;
  3. be registered as an apprentice in a construction trade;
  4. complete an application form;
  5. submit a reference letter from either his or her CLAC representative, trade school instructor, or employer;
  6. submit proof of competing at a provincial or territorial Skills Canada competition (for the Frank Kooger Skills Canada Award only);
  7. submit his or her school transcript showing term grades and completion date (for the Frank Kooger Apprentice Award).

 Information gathered will be used in accordance with the Freedom of Information and Privacy Act. CLAC reserves the right to publish the results for promotional purposes at its discretion.


Selection

CLAC’s National Training Committee will assign adjudicators to select recipients.


Frank Kooger Skills Canada Award

One award – $2,000

The Frank Kooger Skills Canada Award is given to a member of CLAC Local 63 (Frank Kooger’s home local), upon application, who is a registered apprentice and who has advanced to the Skills Canada provincial or territorial competition. Recipients may apply in subsequent years, if eligible. Further, members may be awarded both the Frank Kooger Skills Canada Award and one of the Frank Kooger Apprentice Awards.

The skills assessment at regional Skills Canada events is the criteria used to determine the winner. Application should be made upon selection to the provincial competition usually in mid-May. The award is made at or immediately following the competition.

Apprentices who go on to compete at the National and World Skills Competition should contact CLAC for additional financial support.

Frank Kooger Apprentice Award

Five awards – $1,000

The Frank Kooger Apprentice Award is given to five registered apprentices, upon application, who have completed, at minimum, their second term or block of apprenticeship trade school in the prior year. Successful applicants may apply in consecutive years and may be awarded both the Frank Kooger Apprentice Award and the Frank Kooger Skills Canada Award. Application deadline is February 28 of each year.

The Frank Kooger Apprentice Award is based on grades for a term of school completed in the prior calendar year. A letter of recommendation must accompany the application and will be part of the criteria.

The five awards will be distributed as follows:

  • one to a member of Local 63 (the last local that Frank Kooger served in Alberta);
  • one to a member of Local 67 or 68 (the construction locals that Frank Kooger served in BC for most of his career);
  • one to a member of Local 6, 52, 53, or 150 (in recognition that Frank Kooger began his CLAC career in Ontario);
  • two are open to all eligible members of CLAC and its affiliated locals across Canada.
